True you dont see many people in that area much and there is a ton of land too. Well maybe the border could be Cleveland or Finney?
I don't see much difference in Russell Co. and Buchanan/Dickenson myself...I know alot of people from both places and the "negative" aspects of both areas can pretty much be summed up as so:
Buchanan/Dickenson: Pill Heads and Coalfields
Russell County: Crack Heads and Cow-patties.
